Selling Draft Picks and Addressing Needs

I was wondering if anyone knew why the NBA is the only league in major sports that seems to allow people to sell draft picks. The t-wolves seem to do this every year and it drives me as a fan crazy because it is clearly a decision being made by the owner and not the GM. If the t-wolves ever hope to be a winning organization, they need to stop letting the owner make personnel decisions. There were a lot of SG's on the board that could have helped the team (Crabbe, Goodwin, Franklin, Cannon, Rice Jr., etc.). So to recap, we started the day with the the 9th and 26th picks in need of a shooting guard who can shoot and we managed to walk away with an nonathletic SF who is not a very good shooter and a backup center who will at best be a defensive presence (a la Stiemsma). We still do not have a shooting guard on the roster (no Malcom Lee is not a SG). I give the draft a D-.
