NBA Free Agency Thread

July 1st is the date NBA teams can discuss, and agree to contract terms in principle-- these contracts may be officially inked on the 10th. Below is a brief description of the impact this has on the Wolves and how they might be active in free agency, if at all.

It's that time of the year again. You know, when you go to take a shower before returning to see something's got the Twitter verse in an uproar. The free agency barricade crumbles at midnight, and the speculative feeding frenzy that is the NBA's offseason gets another proverbial bone to chew.

On July 1st, NBA teams may negotiate, discuss, and come to terms with players who are free agents-- however, contractual obligations may only be agreed to in principal. While team's can negotiate with free agents starting July 1, they can not officially sign contracts until July 10th. This is known as the "July Moratorium," a period of time when the reviews are conducted to determine revenue from the previous season before the officially salary cap is set by the league.

There are a lot of big names out there this year, including the best player in the world, but the biggest name that seems somewhat likely to move in free agency is Carmelo Anthony, who opted out of his contract with the Knicks. He still may re-sign there, but there are several other teams interested, including teams that might be trade partners for Kevin Love should they strike out on Melo.

How does this impact the Minnesota Timberwolves?

This morning it was announced that Robbie Hummel and Othyus Jeffers would not receive qualifying team-options.  Hummel, Jeffers, and Dante Cunningham all become unrestricted free agents at 12:00AM EST[July 1st].

The decision does not prevent them from retaining Hummel and Jeffers, in some fashion, but, any team can offer unrestricted free agents contracts-- these two are less likely to receive a guaranteed contract than Cunningham [a veteran entering his fifth season in the league].

Teams could offer Jeffers and Hummel Summer League and Training Camp Contracts.

Members of Summer League teams receivs the regular player per diem of roughly $100 per day, as well as a relatively small amount in salary. The salary is identical for everyone. In addition to this, they'll have had all flight and hotel accommodations taken care of by the NBA team that invited him to Las Vegas. Training camp contracts are simply non guaranteed or very short term deals, made just before and possibly during training camps.

By not extending team options to Jeffers or Hummel the can use their roster spots to sign other players, or, use the vacancies to absorb players acquired in any trades.

The Luxury Tax is paid by high spending NBA teams with a team salary exceeding a predetermined tax level. These teams pay a penalty for each dollar their team salary (with a few exceptions, see below) exceeds the tax level. The tax level is determined prior to the season. As of now, the Luxury Tax threshold sits at $77,000,000 dollars [For 2011-12 the league and players association agreed to use a figure of $70.307 million for the tax level], and the Brooklyn Nets are the only team above this threshold.

According to Spotrac, Minnesota's contractually obligated to $66,044,113 dollars, which is $2,844,113 over the cap maximum, and just an estimated $10 million under the Luxury Tax. The Wolves are currently fighting to stay under this soft cap maximum, as well as the Luxury Tax, which is why it's unlikely they'll be active in free agency this summer.

The Wolves do possess the non-taxpayer mid-level exception. This exception is available only when a team is below the Luxury Tax [or less than $4 million above the tax line, also known as an apron], and is used to sign players to a contract worth a specified maximum amount. This determination is made after the exception is used, so a team below the apron cannot use this exception if doing so takes it above the apron. It cannot be used by a team that has already used the Taxpayer Mid-Level Exception or the Room Mid-Level exception.

"Right now, there are not a lot of guys that are out there [...] that I think are better than players we have on the team."

President of Basketball Operations [and Head Coach] Flip Saunders was quoted in a column written by Andy Greder,

"We aren't just going to spend it just because we have it. If someone pops down and we think it's worth it, we'll do it."

If the Wolves use the MLE provision, they'll have an estimated $6 million dollars to spend on a free agent this offseason.

Also worth noting: July 1 is also the first date NBA teams may free agents who did not play in the NBA during the prior season.
